1. INTRODUCTION

The Woodburn Fire District invites qualified architectural and construction firms to submit proposals for the remodel of Fire Station #22, located at 1650 James Street, Woodburn, Oregon. The project involves the interior reconfiguration of the station’s dormitory area — converting three (3) existing dorm rooms into four (4) private dorm rooms to meet operational and staffing needs.

2. PROJECT OVERVIEW

Objective:

Reconfigure the existing dormitory space to provide four (4) individual sleeping quarters in place of the current three-room layout. The new design should optimize available space, improve privacy and comfort, and comply with all applicable building codes and operational requirements.

3. SCOPE OF WORK

The selected firm will provide full design and construction services, including:

  • Interior assessment and redesign of the dormitory area.
  • Framing, drywall, and partition work to add a fourth dorm room.
  • Modifications to doors, walls, lighting, HVAC, electrical, and data as needed.
  • Soundproofing and ventilation improvements for each room.
  • Coordination with station staff to minimize operational disruptions during construction.

4. DELIVERABLES

  • Conceptual design options and layout plans
  • Permit-ready construction drawings
  • Construction schedule and project timeline
  • Detailed cost proposal
  • Project closeout documents, including warranties and as-built drawings

5. PROPOSAL REQUIREMENTS

Interested firms must submit a complete proposal including:

  • Cover letter and summary of interest
  • Qualifications and relevant project experience
  • Resumes of proposed team members
  • Approach to the project and understanding of scope
  • Proposed schedule and work plan
  • Detailed cost estimate
  • At least three (3) references for similar public safety facility projects

6. EVALUATION CRITERIA

9. QUESTIONS & SITE VISIT

All questions regarding this RFP must be submitted in writing by November 14th, 2025, to Fire Chief Jim Walker at the contact email above. A site visit to Fire Station #22 (1650 James Street) will be held on October 22nd 10:00am. RSVP is required.

10. RESERVATION OF RIGHTS

The Woodburn Fire District reserves the right to:

  • Reject any or all proposals;
  • Waive any informalities or irregularities;
  • Request clarification or additional information;
  • Award the contract to the firm that best meets the needs of the District.
